Until the anti-British boycott in the Kuang-tung province has been terminated, and until there is in that
province a settled Government which maintains law and order,
no progress can be made with any of these projects. But I
should be glad to receive guidance from you as to the

attitude to be observed with respect to them by the Hong Kong Government and concerning the extent to which you consider that this Government might assist in financing schemes of mutual
advantage to Chinese and British interests in Kuang-turg.
